They are among 58 of Europe’s most dangerous fugitives
Three dangerous French criminals are included in Europol’s list of the 58 most wanted in Europe. Two out of three have been fugitives for over ten years.
Europol, the European Union Agency for Law Enforcement Cooperation, has published the mugshots of Europe’s most wanted each year since 2016.
Its aim is to help the European Network of Fugitive Active Search Teams (ENFAST), an EU network of detectives that looks for fugitives who have committed serious crimes, such as paedophilia, terrorism, murder and organised crime.
Criminals remain on the most wanted list until they are caught, which in some cases can take many years.
The 3 most wanted criminals in France
Cyril (or Cyrille) Picard is wanted for the murder of his daughter.
He has been on the run since the 10-year-old was found beaten and strangled in 2021.
Picard has been spotted several times since then on the west coast of France where he is known to sail a yacht.
He is considered to be a dangerous fugitive, capable of handling weapons and of living off-grid.

Karim Ouali is wanted for the murder of his colleague Jean Meyer in 2011
Ouali was working as an air traffic controller at Mulhouse airport when, reportedly during a psychotic episode, he murdered Mr Meyer with an amerindian axe or tomahawk.
He had threatened to kill all 36 people working at the control tower, but was stopped by Mr Meyer.
“[Mr Meyer] accomplished a heroic act in confronting that man,” his widow’s lawyer Damien Legrand told RTL. “If he had not acted, the consequences would have been far worse.”
Ouali has been on the run ever since. He has reportedly been seen in Colombia, Peru, Uruguay, Thailand and Hong Kong.

Farid Toloun is wanted for the murder and serious injury of two criminals from a rival gang in Tassin-la-Demi-Lune, Lyon (Rhone) in 2005.
Toloun is known to have belonged to a criminal organisation specialising in armed robberies and drug trafficking since the 1990s.
He is considered to be particularly dangerous and has a history of opening fire on police officers in France and abroad when facing arrest.
He has a scar on his forehead and also on his right cheek.
