Yes. Housing Minister Emmanuelle Wargon confirmed that people with building projects could continue them during the second lockdown, and that also extends to self-employed artisans.
The Covid-19 hotline confirmed you are permitted to buy any items you need to work. You will need an attestation dérogatoire de déplacement - not the Justificatif de Déplacement Professionnel - and must tick the box that begins: "Déplacements pour effectuer des achats de fournitures nécessaires à l'activité professionnelle…".
